I'm running version 4.0.3-post (compiled from a source tree checkout) and this "works for me", unless I've misunderstood something.
However, Caps- and Num Lock count as modifiers and as such they can interfere with your clicks depending on how your config looks.
Try adding the following to your .ctwmrc and see if it helps (Num Lock may be a different modifier on your system):

# Ignore Num Lock and Caps Lock
IgnoreModifier {
  lock
  m2
}
