Enlightenment DR 0.18.0 Release

It's been a while since the last major release: one year and over 2000 commits.

Many have speculated that it could be another 12 years before the E18 release,
but this is not the case.

Today is the day of the E18 release. Yes, it's true.

There's so much to say about this release, but so little attention span to go
around.
