[E-devel] Self Hosted Gitlab Instead of Phabricator

Greetings list,

I think Gitlab will make a better replacement now
specially since Phabricator is no longer accepting
contributions or plan to push fixes

A bit like what Gnome does:

The interface sure looks quite nice and the protocols
quite well known to a wide range of people. About the spam,
we can implement as we do with phabricator as a last
resort for, i believe that building a community around efl,
a wider community that is, will bring lots of positivity.

I know it can be a migration pain, but i think it's worth it.
