I thought I had fulfilled those conditions:

I built Bookworm backports of Testing(Trixie) as required in 
debian/control file
libunibreak6_6.1-2.1_amd64.deb
libunibreak-dev_6.1-2.1_amd64.deb

and
dpkg_1.22.11+nmu1_amd64.deb
dselect_1.22.11+nmu1_amd64.deb
libdpkg-perl_1.22.11+nmu1_all.deb
dpkg-dev_1.22.11+nmu1_all.deb
libdpkg-dev_1.22.11+nmu1_amd64.deb

and installed those packages prior to building EFL/E with what I thought 
was debugging.

Since Ross/Metzler are doing the heavy lifting for Debian, I selected

http://deb.debian.org/debian/pool/main/e/efl/efl_1.27.0-4.debian.tar.xz 
 >) debian/rules to modify EFL build:
export DEB_CFLAGS_MAINT_APPEND = -fvisibility=hidden -O0 -g

and (< 
http://deb.debian.org/debian/pool/main/e/e17/e17_0.26.0-4.debian.tar.xz> 
) debian/rules to modify/add to E 0.26.0 build:

export DEB_CFLAGS_MAINT_APPEND = -O0 -g
