[e-users] Flatpak BaseApp

Hello everybody,

for my Perl Efl binding (https://github.com/MaxPerl/Perl-Efl) I have
created a first attempt to build a Flatpak BaseApp. You can find it
under https://github.com/MaxPerl/io.github.MaxPerl.pEFL, an very very
simple example app based on the BaseApp is located on
https://github.com/MaxPerl/io.github.MaxPerl.pEFL/tree/main/Example-App.

It is a first approach and not everything is perfect. in particular I
would like to provide a starter for the elementary-config utility. My
target is to deliver a infrastructure to program apps for linux mobile
phones (Puri.sm, mobian, postmarket os, perhaps Ubuntu touch?).

Regardless, however, the Flatpake BasApp may be of interest to other
users of the enlightenment foundation libraries, too.
