[e-users] API documentation sever offline?

In the C API documentation, e.g. https://www.enlightenment.org/develop/legacy/program_guide/widgets/win,
there is under "Related Info" a link "Win Widget API", which refers to
	https://build.enlightenment.org/job/nightly_elm_gcc_x86_64/lastSuccessfulBuild/artifact/doc/html/group__Win.html
but the server cannot be found.

(It is used as many such place.)

Where to report this, and where to find the C API function docs?
