mouse scrolling to workspaces

I think mouse scroll down (Button5) should go to the next workspace
(NextWorkspace) rather than previous workspace.
And mouse scroll up (Button4) should go to the previous workspace.

I am experiencing the opposite effect, which doesn't make sense to me.

How can I change this behavior?
