sure. it is a known problem. Use application class name instead.
here is the piece of mine ~/.fluxbox/apps

[app] (class=Firefox-bin)
   [Workspace]   {0}
   [Position]    (UPPERLEFT)     {171 90}
   [Layer]       {8}
[end]
[app] (class=Thunderbird-bin)
   [Workspace]   {3}
   [Position]    (UPPERLEFT)     {171 90}
   [Layer]       {8}
[end]


you're gonna have to fix it manually. If you try to edit apps file while 
fluxbox is running, it will wipe out your changes at logout. Therefore, 
either try to edit this file under runlevel 3 (no X), or make it non 
writable right after edit (chmod -w ~/.fluxbox/apps), restart fluxbox 
and change it back to normal (chmod +w ~/.fluxbox/apps).
