I made exactly the same style-directory structure, but always no
wallpaper :)
I compiled my version of Fluxbox, is it ok for you ? :

I resolve myself to use the obsolete method for the moment.... this
works correctly : 

session.screen0.rootCommand:	Esetroot
-f /home/kawada/.fluxbox/backgrounds/rea_on_earth_2005-1280-1024.jpg
