switching between workspaces

I have three rxvt terminals grouped in one workspace. Now, let's say I'm
workspace #1 in rxvt #2 and I switch to workspace #2. I come back to
workspace #1 and rxvt #3 becomes active. I unset "Focus Last Window In
Workspace" but that doesn't seem to have an effect.
