Setting wallpapers from menu

Folks,
I'm using the [wallpaper] setting in my menu in hopes of changing
wallpapers from time to time. But the entry, which as far as I can tell
follows the changelog/documentation, fails to show up on the menu, let
alone function. I tried setting up a specific submenu for it, as happens
with Styles, but that didn't work either. Here's my current menu entry:
[submenu] (Wallpaper)
[wallpaper] (/home/~/Backgrounds) {fbsetbg -f}
[end]
I suspect I'm not getting syntax quite right, and that it's something
blindingly obvious...
