Claws-mail refuses to start on 2nd workspace

I have a strange problem. My apps contains the following

[app] (name=claws-mail)
  [Workspace]   {1}
  [Dimensions]  {2048 1024}
  [Position]    (UPPERLEFT)     {0 0}
[end]

but the Workspace {1} has no effect on the Claws-Mail main window. The
dimensions and position on the other hand do take effect (I've
verified that it's really the settings from apps that apply rather
than Claws-Mails' remembered window positions). Strangely enough,
compose windows DO popup on the 2nd workspace. How can it be that
a certain window resists being put on a specific workspace? Is this a
Fluxbox bug or am I missing something?
