I think you need an actual key listed an not *just* modifiers.

I successfully tried it with the keycode for the super key, which I
found to be 115 with xev.
Mod1 115 :RootMenu

You'll probably want to use a toggle, so that you can hide the menu, too.
Mod1 115 :ToggleCmd {RootMenu} {HideMenus}

You may need to tell Fluxbox to reload/restart after editing the keys
file so that it picks up your configuration.
