Menu problem

I have been trying to get the Fluxbox "include" command working but have failed 
so far. I have my own custom menu, which I'd like to end with the INCLUDE flux-
menu which is generated by the Debian update-menus command.
The instructions say it must begin with "begin" which it does. But my menu never 
includes it. What as I doing wrong ?
