There are at least three GUI apps that might work:

fluxstyle: http://fluxbox-wiki.org/index.php?title=FluxStyle
to install and manage styles

For your menu you might use:
http://fluxmenu.berlios.de/
and/or
http://fme.rhymux.info/

That's it.


Do not use any other application such as fluxconf.
This app tends to break your configs.

Beside that, the best application you could use is your $EDITOR.
