I believe this is to do with when you maximize terminal windows and the like as they provide resize increments (I don't know how they do this). Try resizing a terminal and you'll see it "jump" in size increments, the size of the font you use. Having said all that, I have never noticed a difference with it on or not myself (I have it on). Presumably though, if it's on, windows will always maximize to your entire screen (slit etc settings aside) but if it's off, it will maximize to the largest possible, whilst still taking into account the window's preferred stepping size (in the case of a terminal, that's the size of it's characters).
