Actually, it is just invisible and all tools allocated with the toolbar
are running. Example: if you make the toolbar invisible and leave the
system tray in it, you can not start another systemtray.

So my suggestion would be, apart from the suggested recompilation, to
remove all tools from the toolbar and hide it - if necessary, you can
leave the workspace indicators in the toolbar. This should use nearly no
resources.
