Tabs can be set to "Left top" placement, for example, which looks a lot like the illustration. This involves drawing sideways and handling multiple windows in a parent (Configure => Fluxbox => Tab Options => Placement). So the concept is certainly proven and implemented already in fluxbox. Sadly it was too long ago for me to remember details of how it relates to the main window decoration.
