Setting to "BottomRight" fixes my troubles. I did a lot of googling when trying to figure out the name of what I was experiencing (eventually coming across "quadrant resizing") and it led me to http://fluxbox-wiki.org/index.php?title=Editing_the_init_file which gave the info which I originally posted with. It does make sense to put it in the keys file though. Thanks for the help!
