Reproducing an MLS Security Banner

Howdy!

Been trying to figure out how to replicate with fluxbox a MLS security
Window label using Fluxbox. Attached is a very low res picture of how Argus
Pitbull MLS window labels appear. Right now just need a static solution
whereby all windows created by apps, etc within Fluxbox desktop all has a
Red Windows Banner with "TOP SECRET" centered within.

Any suggestions, how-tos on how to add another title frame above all
windows opened within Fluxbox??
