Fluxbox UP DOWN ARROW keys not working everything else does

Hello List,

I have a strange problem on an ubuntu 16 box with custom compiled 
Fluxbox 1.3.7.

The following keys not working:

UP
DOWN
LEFT
RIGHT
PGUP
PGDOWN
HOME
END

I ran into this issue a long time ago and it was caused by the them so I 
tried like 10 other themes did not work, I copied over the whole 
.fluxbox directory from my laptop which works perfectly and it's the 
same effect.

I have tried to remove the keys and apps files from .fluxbox multiple 
times.

Nothing in the xsession-errors logfile.

Any idea what causes this?
