Sorry, for FvwmCommand to work you need this in your config:

AddToFunc StartFunction I Module FvwmCommandS

(starts the server)

FvwmTalk and FvwmConsole work without a server.

I'm not having any luck with xterm.
First I tried starting xterm with -ai to kill the active icon.
Now I get some other xterm built in icon but not the one I specify.
I know this used to work, back when I used xterm.
I think you'll have better luck with rxvt.
