fvwm-themes hasn't been touched in years, so I couldn't tell you whether the
themes as-is still work, or how it's meant to be installed.  There is
documentation of for it somewhere, no doubt.

That does look old in some parts of its syntax.  Have you ran
"fvwm-convert-2.6" over the file?
