FVWM: GotoPage key binding works only on fvwm restart

I'm using fvwm3-1.1.0 on FreeBSD 14.1, with one virtual desktop of five
pages defined so:

    DeskTopSize    5x1
    DeskTopName    0 Main
    EdgeScroll     100000 100000
    EdgeResistance 0
    EdgeThickness  2
    Style * EdgeMoveDelay 0
    Style * EdgeMoveResistance 0
    Key Right A C GotoPage wrapx +1p 0p
    Key Left  A C GotoPage wrapx -1p 0p

For quite a while now, longer than I can remember, the GotoPage key
bindings only work if I do an fvwm restart.  When I first launch X and
start fvwm, those bindings do not work initially, but if I follow up
with an fvwm restart, then the bindings do work.

If it's relevant, X is xorg-server-21.1.13, and I'm using version
550.120 of the nVidia driver for my graphics card.

Probably it's me being stupid or making some noob mistake, but I haven't
been able to figure it out.

I don't recall having this problem with fvwm2, and unfortunately I'm no
longer sure if I've always had this problem with fvwm3 or if it started
only sometime after I began using fvwm3.

Any tips on how to figure out what I'm doing wrong?

I can include my full fvwm config file, if anyone's willing to take a
look.
