Initial Comment:
As the title says - neither the default winoptions file {install_prefix}/share/icewm/winoptions or the User's file ~/.icewm/winoptions appears to be read in 1.3.1pre1. At least, all my custom icons for programs disappear when using 1.3.1pre1.
The same files give no problems with 1.2.30 and previous.

I upgraded to 1.2.36 and the winoptions file does not appear to be read.
Either the global one or the individual user one. I did not use this option
in the previous version 1.2.27
The option being ignored is <window_name>.workspace: <workspace number>

The behaviour of 1.2.x version was buggy I think, 1.3.x fixes this. The
manual is for 1.2.x.

Hmmmm ... it doesn't seem that
window_name.option: argument
works either.
In the interests of user-sanity and backwards compatibility, shouldn't the
old behaviour of 1.2 be kept in 1.3? My winoptions file has been built up
over the years with nearly 50 separate items in it - I don't relish the
thought of working out what the window_name of each application is and
changing each item over!

the winoptions file is parsed. But it does not work as described in
http://icewm.org/manual/icewm-14.html, but only like this:
window_name.window_class.option: argument
window_name.window_role.option: argument
window_name.option: argument
In particular, the following do NOT work:
window_class.window_name.window_role.option: argument
window_class.window_name.option: argument
window_class.option: argument
... so looks a bit confused
