Summary: dialogs should inherit stickiness of owner

Initial Comment:
If a sticky window pop-ups a dialog, the dialog would only appear on the owner's
workspace. But if the current workspace is not the owner's one the dialog is
not visible and the owner takes no focus so seams un-responsible to the user.

With this patch the dialog inherits the stickiness of its owner.

This is probably a bug.
