Hello - I'll see if I can patch this up myself, later, but figured I'd want to get it in for tracking here first.  I'd like to have an additional Layer I could assign to windows which would let them be above the dock, but still interact with other windows normally.

In case you're wondering why I'd want such a thing, this is for a window for an app that I use which sizes to 1024x768, but my laptop screen resolution is 1280x800.  With my taskbar on the screen, that's not big enough to show the whole window, so I set it to the "Dock" layer, but if I do that, I've got to run it on its own desktop, since it'll persistently be on top of everything else.

A corner case, I know, but I'd find it useful.  As I said, I'll try my hand at providing a patch for this, later.
