Initial Comment:
Hello, after the recent changes in IceWM's window state
model (pre13, pre14), it behaves a bit odd with message
windows that appear too fast. For example, if you use
gvim and edit a file that is already opened by another
gvim -- the second gvim starts and shows the
warning/action message but this new message window does
_not_ get the focus! 

with pre-pre13, it got focus and I could operate with
the keyboard there. Now, it is much worse, the window
seems to become the last in the list so I have to
alt-tab trough all others to reach it. Very disturbing.

Does this issue mean that a modal dialog does not get focus? (For instance
when i switch workspaces) If it does, why is the priority so low?
