Summary: Unsafe WM_ICON parser

Initial Comment:
Hello,

as reported per mail before, the WM_ICON parser is buggy and can crash with certain invalid data in the value blobs. Patch attached.

Message:
There is also something else:

GetFullWindowProperty sometimes returns with non-zero but the result
contains nothing, this confuses the window icon resolution, i.e. the
$appname.xpm code path is not used.

See
http://svn.debian.org/viewsvn/pkg-icewm/icewm/branches/1.3/debian/patches/misc_fixes.dpatch?view=log
for a workaround, see
http://svn.debian.org/viewsvn/pkg-icewm/icewm/branches/1.3/debian/changelog?view=log
for details.

In general, please include everything from misc_fixes.dpatch and
i18n_updates.dpatch , various bugs are fixed there.
