Looking at po/Makefile.in shows that @PACKAGE@ is used for that name but it's not set anywhere, specifying --with-PACKAGE=yes does not help either. Further, it seems that src/Makefile* were already "fixed" by hardcoding the string "icewm" now. Is there any way to make it work again?
