Most of the Terminals I have tried do not make use of the whole screen height when maximized. There is always a small spacing between the bottom border of the application and the taskbar.

Hmm, I understand that this is the case with classic terminals like aterm
and xterm, but I thought terminals like gnome-terminal do not behave that
way. It's also strange that maximizing works with every other windowmanager
I have tried, including e.g. openbox.

AFAIU, this is not a bug: the terminal window has a height that is an
integer number of fixed charcter size + the dimensions of the window title
and the borders, i.e., its height cannot change by an arbitrary number of
pixels, it changes in units of the character size.
