  A couple of suggestions...
1) After trying to launch iceweasel, run the command
ps -ef | grep iceweasel
and see if it's really not running, or merely invisible

2) Check to see if you have stale lock files.  For Mozilla Firefox, run
the command

find .mozilla -name lock

*AFTER* shutting down X.  The directory name in your home directory may
be different for iceweasel.  If you find this file in your browser
directory, when X is not running, you can delete it.  Then restart X and
the browser again.

  Other clutching-at-straws stuff

- have you checked all your workspaces?  I'm weird in that I
  deliberately set ICEWM to only 1 workspace.  It may be possible that
  the browser is going to a different workspace.

- are you running a multi-head display?
