issue with window

Hello list,

This is a debian squeeze box with icewm -1.3.6-1. I have an annoying problem. Whenever I start any application it just occupies the full window. And it is no more possible to re-size; even the Maximize button has no effect. I can only re-size if I first move the window by "Alt+F7" and then can resize grid is available. But after closing it; next time it again occupies the full window. This is happening here with all the applications. Is there any configuration in icewm to fix it ?

Any hints/help is most welcome.
