Because you havn't user's right for shutdown, reboot etc. In my Linux (ALT  
Linux - http://en.altlinux.org/Main_Page) i was installed  
sysvinit-usermode and now fololowing items (Shutdown, Reboot etc.) are  
presents in my icewm menu. And all works.
