Thanks for your response. I have tried it but no luck. Even I tried with

wbar.layer: OnTop

but no success. Surely I restarted icewm after applying the modification, but when I start leafpad, google-chrome etc.. those simply  overlapped the wbar :-(

Is there any way to debug the winoption ?
