winoption question

Hello list,

I am trying to configure winoption to force a window keep below the others but not successful yet. In details, I am running xteddy ( cute bear on Desktop ). But it always appear on top of other windows. Hence I have added the following at winoption file

xteddy.Below: 1
``````````````````

and restarted icewm, but still no success. Is there any problem with my winoption configuration ?
