I'm afraid Project Permafrost is for themes with a clear license. GPL-compatible themes, or some of the Creative Commons Attribution licenses are acceptable. No themes that include trademarks, either. I've put the details in a forum post: https://sourceforge.net/apps/phpbb/icewm-themes/viewtopic.php?f=4&t=9&start=0

That said, upload the archive somewhere and email me the link, and I'll look through it. 8~)
