That's saying you need gtk-devel and that it would use imlib-devel if available.  imlib is different from imlib2, and gtk is different from gtk2.  They're the older versions that you need.  I don't know how libs are packaged in Debian, but my guess is you'd need gtk and gtk-dev as well as imlib and imlib-dev.  Again, they're different from gtk2(-dev) and imlib2(-dev).
