icewm doesn't work right as root

Hi,

on a notebook icewm-1.3.7 doesn't work right, ONLY if started under 
user root. I don't get the toolbar, the menus don't work and the 
windows don't have any decoration.

Starting  icewm --replace  in one of the windows rectifies all.

For a non-root user it works just from the beginning.

I've even copied the .icewm folder from that non-root user to /root
but it doesn't help.

Has anybody any idea what's going on?
