Just a note to others who might have been frustrated by this: I have
long been mystified and frustrated that the settings that I put in my
icewm configuration for input focus - specifically that focused
windows should not be raised - never seemed to be recognized by icewm.
Whenever I clicked *inside* a window, it would always raise to the top
in spite of the configuration <shrug>. Well..... I just today noticed
what the deal is.

Just screwing around in my icewm root menu, I went to a place I hadn't
been before, and I found:

  Settings > Focus > Custom

Voila. If you set this to "Custom", you get (apparently) what your
configuration file says. Whereas if you leave this menu setting on
"Click to focus", your specific settings get ignored and overridden :-(

FWIW, if any developers are listening - this BROKEN BEHAVIOR. If I
put something in my config file, I expect it to be heeded by the
software, and I shouldn't have to do something else in the root menu
to activate it.
