 If it does what you want, what needs to change ?

 In practice, building it (1.3) on a recent linux distro can be
interesting - but the distribution maintainers (particularly in
debian) have fixes which the rest of us are happy to hoover up.

 So yes, somewhat dormant, but mostly working well.  Those of us who
have learned to use what icewm offers (for me, the cpu and network
windows on the "task bar" are very important, as well as e.g
Ctrl-Alt-Space to type in a command, and of course Alt-Fn to switch
desktops) are happy with it and find other WMs inadequate.  But each
to his own - if you need application-generated modern menus using XDG
then icewm isn't what you want.  For myself I'm happy to write my own
menus.

 OTOH, I would be overjoyed if someone competent took over the
maintainership of icewm, to cope with changes in e.g. gtk+-2 and the
toolchain (ifor now, only the 'deprecated' define and the need to add
-lfontconfig are required in my builds).

 Actually, I suspect that many of us who use icewm have
old-fashioned ideas.  For example, I like to use my own ~/.XCompose
and ~/.Xmodmap to get the keyboard doing "a bit more".  For me,
desktop environments are like OSX - fine if it does what you want,
very restrictive if you want to do something else ;-)
