Lock taskbar in place?

Given that these rigs are used by non-technical people they sometimes drag the taskbar by accident and end up calling our help desk to relieve the issue. I've done some digging through the documentation and I'm not seeing any options to lock the taskbar at the bottom. Am I missing something?
