  I didn't know you could drag it.  The only way I'm aware of changing
its location is editing ~/.icewm/preferences (or ~/.icewm/prefoverride).
The lines in ~/.icewm/preferences are

#  Task bar at top of the screen
# TaskBarAtTop=0 # 0/1

  The only thing I can think of is that somebody sets

TaskBarAtTop=1

  in either ~/.icewm/preferences or ~/.icewm/prefoverride.
