focus in icewm

I am having a heck of a problem in IceWm. It acts though I have
follow mouse focus on...when I don't. I have set all the preferences I 
could find to a none mouse focus position, but it makes absolutely
no difference. If I  leave a window that's not full-screen...it's
impossible to get back to it -- as soon as the mouse cursor touches 
another window it gets focus and I can't get back to the original window
without making it full-screen.

Anybody have any ideas ??
