Well, this could be a taskbartry - at least this is my experience. As the 
computers get faster, especially with SSD the it happens very often that 
icontry is up sooner than the taskbar and window manager. In that case it 
creates a window, that is then claimed by WM. The original poster of this 
question has not the fast machine thou, but is using a xinitrc to start 
apps. This means the apps are started with X but may came up sooner than 
WM. The sleeps in there indicate a kind of attempt to slow down the start 
of some apps... I would recommand to try to move the apps to icewm startup 
file and let the xinit start only the icewm(-session) (you need to use 
some sleeps anyway).

You may also try "xprop" the weird window.
