Theme problem

I am having a problem with an icewm theme. I have reduced all the 
taskbar images to 20 pixels from 35 pixels, but the taskbar is still
too high. What else determines the taskbar height that I can change.
There doesn't seem to be any other parameters in the theme file ?

Does anyone have any ideas ?
