If you write a program to send it, yes. The target window might not
want to handle it, though. And you can't easily target a particular
widget. (Modern crap tends to have its own [broken][1] focus tracking
code, though, and handle all events as if they were sent to their
top-level windows.)

Ion does not have a function to send arbitrary keypresses, and I'm
not sure I want it there. It really isn't the job of a window manager.
It's an ugly hack. Even quote_next is a huge concession to programs
with brain-damaged bindings. (Plus it is difficult to do with an 
external program, because there would have to be a moment where the
keyboard is not grabbed between Ion/X releasing the grab for the 
quote_next prefix, and the program obtaining one for getting the
next key. But there is no such problem in sending predefined 
sequences.)
