Just like `ls', I don't think you should filter out results, just
write a filter tool or an option to make the list usable.

Also, tag age is an important attribute, as are tag owner (and owner
group) and tag permissions.

Assuming it's called "tls" for "tag ls," here are some ideas for
options (ARGV is not being discussed here, although I do think the *
and ** patterns, plus the usual shell globbing, should be available):

tls -min 2 # list tags with frequency 2 or higher
tls -n # print "frequency age owner owner-group permissions tag" for each tag, suitable for piping and sorting
tls -f # print sorted by frequency
tls -t # print sorted by tag age
tls -R # print tags recursively
tls -o tzz # print tags owned by tzz
