Ah. I've noticed another odd thing with this system:

When the pointer is over the panel, the focus is lost. So, when you
launch a program it appears in a floating window instead of being tiled
(unless you move the mouse back to the tiled area quickly before the
window appears).

With the dock, the panel never takes the focus and new windows are always
tiled.
