Yes, they are defined in a separate file, included via 

    <file>/home/jv/XStart/phoenix.squirrel.nl/:0/obmenu.xml</file>

I do not follow you. I've been using openbox for many years, first with
Gnome2 and now with Mate, without any problems of the kind you refer to.
